There is no upper limit. Doctors get the burden of deciding who is fit to drive and who isn't. This policy doesn't work very well, as we have a good share of accidents among our senior drivers.

Citizens over the age of 70 have to get they're license renewed every second year. A doctor needs to deliver a health report to the government. It's a new law proposal now that senior citizens need to take a drivers exam. The argument for this is not health reasons, but that elder people have on several occasions died in traffic because they misunderstand the traffic rules.
