It is/was Princess Diana. Although Michael Jackson was also famously chased by the 'stalkeratzi', (the ethics free photographers who chase the famous for the 'big money shot' of these people) he was known worldwide as a privacy fanatic, and recluse. The spotlight on Jackson and other celebs was/is sporadic, depending on whether they are 'news' that week.

A good Diana shot was ALWAYS news, and ALWAYS a money shot, and she didn't have the luxury of hiding her face, or staying at home, or yelling or chasing photographers as other celebs did and do. Hence there were *literally hundreds of thousands of photos taken of her each week*, for over 20 years.

Diana worked every day, although in an unusual 'job', and every day from the time she left her home, she was followed, even stalked, by hundreds of photographers, all day long, whether shopping, visiting the sick, at her gym, eating lunch, picking up her kids, on vacation, etc.

it is in the Guinness World Records book, since their debut to march 19, 2009 they have been photographed over 500 million times

The most photographed celebrities (stated by the book of records) are the members of Dong Bang Shin Ki (DBSK or TVXQ), the Korean boy band who would have had the chance of becoming world's most famous music band and for a good reason. Their voices (in life performances) beat many other popular artists' vocal qualities.

Anyway, as far as America is concerned, this survey may be right, but not linked to the world level.
