Once you've gotten it from the Safari Zone, be sure to go to the edge of water, teach it to a pokemon (water pokemon specifically), a menu will pop up asking you if you want to SURF, say YES. You're now Surfing.
you get surf in the saffari zone at the secret house, once you have it teach it to a water pokemon, once you've done that walk to water and hit a it will ask you if you want to surf.
