Lenin and the Bolsheviks initially tried to establish socialist democracy in the RSFSR but within a couple of weeks of the October Revolution the Tsarists, aided and abetted by the Mensheviks and soon enough 16 other countries, started the White Terror and executed revolutionaries and often specifically targeted Jews and carried out numerous other crimes. Within a few months after talking failed, the Bolsheviks declared the Red Terror. After this the leading governmental figures including Lenin had to become somewhat dictatorial in order to prevent the re-establishment of Tsarism. After the Civil War, conditions were not conducive to socialism and so state power remained immense and steadily the state became bureaucratised. A trend which Lenin spent his last couple of years trying to call attention to in order to stop it.
