Some sites stopped accepting U.S. players once this bill was passed but many sites still accept U.S. players.

Very doubtful with the grey area of legalites of online gambling in the US.

Take PokerStars the massive online Poker site. Some US players who play their (tens's of thousands do) probably presume it to be based in the US. But actually it originally was based in Costa Rica then moved to The Isle of Man in the British Channel Islands in 2005. Neither is PokerStars.com US owned. The Scheinberg family of Israel own and operate it.

It is legal to gamble online in the USA, the problem is funding an online casino account because the current UIGEA law. Many online casinos stop accepting bets from USA because of this, though there are still online gambling sites that accept USA players. Here you can find some USA online casinos.

Players often assume this law prohibits them from playing online. However, the law actually prohibits banking institutions and financial institutions from handling transactions with online casinos. Since the passing of this bill, eWallet companies have emerged making it easy for players to deposit & withdraw from their casino account.

Currently, this is up to particular states to make such decisions.

It is legal, and each state can make its own democratic decision about it. In fact, there are various interesting differences and restrictions implemented in various places in the US.
