There is no yes or no answer to this question. It depends on a number of factors: where is the company based? Where does it operate from? Where are its customers from? In which jurisdiction are payments being processed? Where are the company owners from?

For example, a British company accepting customers from Paraguay while operating in Costa Rica and processing payments in Malta will not need a license. Another example: a Dutch company based in Malta will need an UK gambling license if willing to accept business from UK customers.
