Anybody can wear white at home, but they have to have permission from the visiting team. The SEC however made it a rule that if a team requests to wear white at home, the visiting team must oblige.
West Virginia, Mississippi State, Cincinnati and Florida State have all recently played at home wearing white.

As far As I know, the home team gets to choose to wear their "colors" or their white jerseys for each weeks game. This is why the Cowboys so often are in white. They are superstitious and choose to wear white at home. On the road, the home team usually wears their colors and thus Dallas are in white again.
