This is not the "best possible world" but the world as we have it. The "best possible world" would be Utopia, like the Garden of Eden, where everyone lived together in harmony with no work and all the food you can eat. From a religious point of view, God gave us the best possible world, but Man sinned and was banished from "that world" and now has to earn his way into the really "best possible environment: heaven."
