The cost of used firearms varies according to area and availability. A used gun in good shape should cost between 60 - 75% of the price of a new one. Most dealers will buy at 40 - 50% and sell at 60 - 75%, but this varies.

The 9mm should make a good survival rifle. It is a good small game cartridge, and at carbine velocities it is a good defense round. Ammo is lighter than the .40, and you can get surplus quite cheaply in comparison to .40, which is not a military round and thus is not available as surplus.
