air resistance pushes against the occupant as also the occupant pushes through the air. This keeps the occupant balanced in the air as he reaches terminal velocity.

Also, the occupant is pulling the rope down while falling, but the rope also pulls the occupant up as well so that he doesn't continue to fall.
