Well, it depends. Muscle and exercise are the two main keys to strength. But body fat doesn't make you stronger, just heavier. So, assuming the same muscle mass and time spent exercising for each, the fat one would probably be a tad weaker due to having to lift her bulk as well.

Generally, it would probably be the fat girl. Unless the thin girl is super muscular, the fat girl has significantly more fat on her body, causing her to use more power to move her body. This makes it hard to move her and also gives her more raw physical power. But then again, the thin woman excels in other areas and can also be strong with enough excercise.
