You're born with these ratios, unless you get some hack to give you implants. Fat loss can only happen from your whole body, not single zones. There is no way whatsoever to grow fat on your bum and boobs while having it also disappear off your waist. You can gain fat everywhere by getting an office job and eating McDonalds. You can lose it everywhere by eating well and getting regular exercise. But you can't shrink one and grow the other. You can, however, lose bodyfat and thereby shrink your belly as well as other regions (women's faces & boobs tend to lose fat before other regions), and also do some difficult weights as well to enhance your shoulders and upper/outer back muscles (lats) - this can make your torso look more tapered/V-shaped as it becomes your waist. Take up latin dancing and do squats or leg presses in the gym and you will make your bum muscles firmer and stronger. The fat hiding these muscles may make them difficult to see, dependent on the amount there. But overall, unless you are a goth who likes corsets, you can't shrink your waist by itself.
Another way to big a thin waist and bigger butt is by using those straps that go around your waist and when ever you eat or exercise , use that waist band and make sure it tight but i wouldn't recommend that because it unhealthy to do that but that method has been used back then in the times of Marie Antoinette and so forth.
Diet and exercise. Go low calorie with a good percentage of your calories coming from protein. Then exercise your abdomen to get a little muscle tone. Crunches will help pull in your waist. Much of the abdominal "pooch" comes from slack muscles. If you tone the abs with crunches, you'll take care of a lot of that. Recognize that you can't taraget fat reduction. You can't decide that you want to loose weight just on your hips or just on your chin. Your body will follow it's genetic programming. But you can tone certain muscle groups so that the muscles will hold up those areas. Sometimes if you've lost weight in a lot of other places and just can't get one spot to thin down, the only possible other option is to go for Liposuction. But don't try that one until you've exhausted every other possibility.
If you eat a lot of corn or other refined (processed) carbohydrates you can gain weight all over including weight on your breasts and butt. Refined (processed) carbohydrates are the major cause of unwanted weight gain and obesity. However, there in no healthy food, or unhealthy food, that enables you to gain weight on just your breasts and butt.
