You can lose it everywhere by eating well and getting regular exercise. But you can't shrink one and grow the other. You can, however, lose bodyfat and thereby shrink your belly as well as other regions (women's faces & boobs tend to lose fat before other regions), and also do some difficult weights as well to enhance your shoulders and upper/outer back muscles (lats) - this can make your torso look more tapered/V-shaped as it becomes your waist. Take up latin dancing and do squats or leg presses in the gym and you will make your bum muscles firmer and stronger. The fat hiding these muscles may make them difficult to see, dependent on the amount there. But overall, unless you are a goth who likes corsets, you can't shrink your waist by itself.
Another way to big a thin waist and bigger butt is by using those straps that go around your waist and when ever you eat or exercise , use that waist band and make sure it tight but i wouldn't recommend that because it unhealthy to do that but that method has been used back then in the times of Marie Antoinette and so forth.
