Can't find anything about an anthem x4, but I can find a giant anthem 3. MTB's arent really available in kids sizes, but they do come in fairly small frame sizes - for giant the smallest is 14.5", which should be rideable for someone in the low-to-mid-teens. In general one should stay away from kid sized MTB's. Manufacturers tend to look at them more like toys than bikes, which means that they get very heavy for their size. If you want your kid to have a fun and really rideable bike, forget about suspension and look for the lightest kid's bike you can find and afford..
Dirt Bike or Street? Dirt Bike 250cc will be okay if you are beginner. It really goes by skill level. 4-Stroke motocross bike 250cc will be plenty. You will be able to jump everything. Street, you will outgrow it very quickly.
