Also you specified that you are young (16) and exercise daily and that you excessively restrict your food intake. Therefore we can assume that your "rolls of fat" are not there because of environmental factors, one of the two factors effecting fat percentage (the other being genetic).
Perhaps the answer to your question is: you don't. Genetically people store fat in different places and genetically people can't go below a certain fat percentage. The goal of excercise should be long term health.
