You take it to a Volvo Dealer and they plug in a laptop and reprogram some parameters on the ECU in the truck.

None. If you remove the relay which provides power to the electronic engine controls, the whole thing shuts off. Then, your speed is reduced to zero. These vehicles were designed to prevent driver tampering, bear in mind. Besides, if your truck has the Volvo SmartLink system or Qualcomm system, it'll give you away, anyhow.
Figure out the cause of the fault, first. It could be physical, or it could be a matter of programming. These things require diagnosis to identify and isolate the exact problem in order to fix them. From my experience with Volvo trucks, they can be an electrical nightmare, and your problem is probably a short in the wiring somewhere.
FH is a larger cab, and, IIRC, can be had with the D16 engine.

The FH series cabovers are sold worldwide - they were even sold on the North American market some time ago (except N American models also had the option of a Detroit Diesel, Caterpillar, or Cummins motor in place of the Volvo motor), both in semi-articulated and straight truck/rigid form. Six is the minimum, though.
