There are several options.
I live in Oregon, and the best place here, is Portland Running Co. Their shop specializes in athletic shoes, and the staff watch you run in the shoes.
I suggest checking out local running stores, where you're more likely to find service similar to Portland Running Co.
Other options such as Nike or Joes are also great places with helpful staff.
They won't last to long if you do a lot of meets. In fact, spikes aren't the best for cross-country. But they are optional in any type of running, and they do make spikes specifically for cross-country. But if you do a lot of meets like I do, they won't last very long. I've never used spikes, they mess you up they're more for track than cross-country. In fact I've worn them once and they messed up my running because they're meant for hard ground. Cross-country can be any ground but it is usually dirt or at parks.

I would say the closest rental car company near you, that offers unlimited mileage.
Got2Be is the best. It doesn't make the spikes too hard but it keeps them in place. It also doesn't have a very strong sent. They have both pastes and gel that works really well.
