It could depend on the breed registry. As far as I know you do not have to be 18 to register a horse. If you are speaking of the horse's age, it depends on the registry as well. For example, Fresians cannot be registered until they are 2 1/2 years of age. Others are earlier.

They have a chart that will help you find what year your horse was born. The only exception would be horses that were born outside of the USA. The tattoos should have a letter followed by numbers. If its 4 numbers the horse will be a little older than a horse that has 5 or more numbers on his tattoo.
