This depends on whether the water jump is on the inside of the track or the outside of the track.
In a straight flat race 2000m is exactly five laps of a 400m track.
If the water jump is on the inside then the "lap" or circuit is less than 400m so the start line is moved back down the home straight to compensate and ensure the full 2000m is covered. The race then covers five and a bit circuits. With the clear run to the first barrier the total is 18 normal barriers and 5 water jumps - 23 in total.
If the water jump is on the outside (less common than on the inside) then the "lap" or circuit is more than 400m so the start line is moved forward to compensate and ensure only 2000m is covered. The race will then cover just under five circuits.
With the clear run to the first barrier the total is 17 normal barriers and 4 water jumps or 21 in total.
This is why the 2000m is a non-standard event.
