If the water jump is on the outside (less common than on the inside) then the "lap" or circuit is more than 400m so the start line is moved forward to compensate and ensure only 2000m is covered. The race will then cover just under five circuits.
With the clear run to the first barrier the total is 17 normal barriers and 4 water jumps or 21 in total.
This is why the 2000m is a non-standard event.
