The scrum master manages in the sense that they support and help the team but, they do not assign work and tell the team. The team is the engine and it is assumed they are self motivated and self organizing. Without the product owner providing direction the team has little chance in doing this well or right. Applied scrum is necessary for true mastery of the technique. Scrum when it is done well results in a well formed team that can be directed at any area of complexity to build new capabilities or solve problems. Well formed teams are vital business assets and should be treated as such.
