Some people only think you need to worry about wearing a cup, but boys should keep their genitals supported anytime they run or workout, to prevent twisting or soreness. At a minimum a guy should wear something supportive like compression shorts, or tight briefs, but jocks really do the best while still letting things breathe. There's youth and teen sizes out there too, so even if you're just starting to grow it's important to start wearing a jockstrap.

I doubt it. Boys generally don't really need to wear jockstraps unless they are required to wear cups (e.g. for Baseball), particularly if they wear briefs. If they wear boxers, briefs or a jock might be helpful with some sports--but let the boy decide what's most comfortable for him.

You will not damage yourself by wearing a jockstrap. You could wear them all the time if you wanted to. If you're worried about them being tight, they're supposed to be so that they support you. They are made to stretch, so you can still move around without a problem.
No. Perhaps the jockstrap is too tight. Wearing jockstrap so important that it has to be comfortable and forget the compression shorts. If the 13 yr still is in a youth jock go up a size into the teens and so on if the teen can switch to an adults size even a small might help stay away from the jock briefs or compression shorts just a good old jockstrap.

Go to the school, bringing necessary documents to prove you are the parent, and find out if the child is still attending school there. Even though you aren't the custodial parent, you do still have a right to know if your child is still enrolled at school. They should be required to tell you, unless there are extenuating circumstances which would prevent them from doing so.
