The Sporting News would be an excellent resource for someone wanting to see a current list of NASCAR drivers. This resource also lists if the drivers are full or part-time, how many races they have won, and how much money they have made driving for NASCAR.
If you mean money made from their contract, Car owner, Nascar, Sponsors, Bonuses and winnings, it would be Jeff Gordon. This does not include Commercials, personal appearances or merchandising.

They have tests sent to a lab. They don't just dip stick it, it tests for a large list of banned substances. You can find NASCAR drug test policy details on Jayski.com
Jeff Gordon is the current (2008) highest paid driver from his rookie season (1992) to the end of the 2007 season he made estimated $89,397,060. That would be the ones that win races like, Jeff Gordon, Jimmie Johnson, Tony Stewart oh and the golden child himself, Dale Earnhardt Jr, who may make more than all these drivers combined. The ones who are the best at attracting well-funded sponsors. It takes three things to be a well-paid NASCAR driver: driving skill on the track, good equipment and charisma. Driving skill gets you consistent Top Ten finishes. Good equipment keeps you on the track in the first place...who wants their logo on a car that makes 400 miles and blows up every week? Charisma puts you in commercials, because the only thing anyone buys from an annoying person is a Shamwow--and Vince doesn't drive NASCAR.
