If you're talking about rural areas, there are several towns that have homemade water towers where they can collect water and use an overhead spigot to get water for bathing and cooking. Africa isn't a continent full of uncivilized people living in huts without electricity. It's pretty westernized in a major percentage of the continent.

I think the reader might be trying to determine how hot water is heated by an electrical grid just below the shower head, and one is not electrocuted. This method of heating shower water is prevalent in Zimbabwe, South Africa and Central America, and probably other places that I have not visited. Does anyone know more about this?
