The question of who is the "best" Taekwondo fighter is a matter of opinion, and is likely to change from one year to the next. While you could look at the number of overall career titles, unless all of the athletes of the world compete in the same circuits, and same tournaments, and fight against each other, there is no way to definitively call anyone the best. Furthermore, the distinction should be made that there are many Taekwondo masters who do not enter competitions, yet are far superior fighters than anyone you see in the ring.
