Although in the older days they use to keep there belt, now you have to win and defend the belt once to get a belt given to you. To my knowledge they have one belt in curculation that you, the champ, holds while youre the champ, and one you get to keep if you defend it once.

Yeah, that's how that works; in the event of a vacant title the number 1 does not automatically become champion, he has to fight the number 2 guy, and win. The belt is not simply given to you, just because the previous champ retired; you have to take it from the other guy interested in it.
