Kukkiwon was created in 1972.
Construction on the main building began on November 19, 1971. It was completed on November 30, 1972. The Kukkiwon (World Taekwondo Headquarters) was officially named on February 6, 1973.

Yes, there are many such lists. Unfortunately, there is no single, certified, authentic or official listing. There are many martial arts organizations, and they each maintain their own listings (or not).Taekwondo - the premier organization for certifying black belts in taekwondo is the kukkiwon. Everyone who competes at the international level in tournaments sponsored by the World Taekwondo Federation (WTF) must have a certificate from the kukkiwon certifying their black belt level. In 1995, it was estimated that 2.3 million people world wide hold a kukkiwon dan certificate. If the kukkiwon maintains a list of fourth degree black belts, they have not made it available to the public.
The only places on the Internet with this information would be the Kukkiwon website for checking Kukkiwon registered Dan or Poom rank, or if your instructor or organization has a website of their own, then they might have records such as this available online. If your Black Belt Dan rank was certified by the Kukkiwon, you can look it up on the internet, or contact them for a copy of your certificate. If you are returning to training after a lengthy absence, then your taekwondo instructor can evaluate your skills, and make an appropriate rank assignment.
The first governing body for Taekwondo was the called the Korea Taekwondo Association (KTA) founded in 1961 through a unification of the main Kwans (affiliated schools) of Korean Martial Art. The KTA was the highest authority in Korea as a National governing body until 1971 when the Kukkiwon facility was built as the National Academy and world headquarters for Kukki-Taekwondo. The KTA has its office at the Kukkiwon, but the chain of command places the Kukkiwon officials in charge of Taekwondo world-wide.
Colored belt ( Kyu, Gup ) rank is not recorded at Kukkiwon . That's why the Black Belt application form asks for your promotion history ( on side B, as " Taekwondo Records " ). Black Belts ( Poom & Dan ) are listed by A ) certification # and B ) name / rank / country.

The youngest Black Belt ("Dan" or Degree) for male or female anywhere in the world is age 15, since under that age is called a "Poom" or Junior Black Belt. There are many Black Belts around the world, and in each country, but some schools and organizations are independent or separate from the Kukkiwon (World Taekwondo Headquarters) in Seoul, South Korea, and there is no way to know who they are awarding Black Belts to, and by what standards or criteria. The Kukkiwon website has a registry where by entering exact names and birthdate can reveal who has Poom or Dan rank from the Kukkiwon.
