It depends on the school and the style of karate being studied. In my dojo, orange belt is 10th kyu, in others it can be higher or lower.
They are called Dans. Most styles have ten levels of black belt. Most have a single 10th dan who is the leader of the style.
In shotokan karate, the 9th kyu grade is orange belt, after the 8th kyu grade, red. But this will vary according the the particular school of karate, some schools not using a red belt at all in their system. In some styles the red belt indicates 9th or 10th Dan, which is as high as you can go.
Our school added an orange belt and a gold belt between white and yellow to encourage people to stick with karate, especially kids, by attaining a new belt color because the amount of information between white and yellow can be daunting to new students. Traditionally, however, in our style (Shuri-Ryu) there is not.

You don't master karate at brown belt. You don't normally ever master karate. The best thing to do is to practice often and hard.
