A Neely is a cluts...it's someone who takes electronics into the swimming pool with him, then realizes it was a bad idea.

NEELY The word Neely is a verb used to describe someone that is clumsy, mildly retarded, one who breaks things regularly, or someone that cannot pee off the edge of a boat, etc. It is very common to be told "You just busted a Neely" after dropping something, or "You just pulled a Neely" after flooding your laundry room for the second time in a day. If you are cooking Mexican food and it comes out dry and tasteless, someone might say "You sure Neelyed those enchiladas" If you were to change your tires, and strip all 5 lug nuts to where they were no longer usable, a mechanic would say, "You just Neelyed those lug nuts". In some circles this is called a Munson, as seen in the 1996 film Kingpin starring Woody Harrelson as Roy Munson a bowler who has everything going for him and when he reached the pinnacle of his success he did something that caused him to lose it all.[1]
