Usually this is used to refer to High School wrestler who has won at the District and Regional levels in his/her state, and then taken the 1st place in the state championships. A "two-time state champion" is someone who has done this two different years - - not necessarily consecutively. To be ranked the best in their state for two Wrestling seasons.
