Even if a particular hold (like a headlock) is legal, it can become potentially dangerous or deadly by accident. While the person in the headlock might be waiting for their opportunity to escape or reverse the hold, they might have to let the other wrestler know if it is excessively cutting off blood flow to the brain, or air supply. Not that the other wrestler will relax the grip, but it is a natural reflex to tap when you are in hold that could cause unconsciousness.

For general conversations and training, if the coach and wrestler knows sign language then that is one possibility. Lip reading is another, and a coach could also write instructions on paper, or a marker board. During a match, the coach and wrestler could have hand signals pre-arranged so the wrestler knows what moves the coach suggests to use.
First be sure to check all fuses. If OK, then a common cause is actually the hazard switch. This is also the turn signal flasher. Try ressing in very lightly on the hazard button and see if the turn signals start to work. Of press button on and off very quickly and harchly several times, then try the turn signals.
