In the playoffs, a 'seed' is a ranking. This ranking is usually done by whether a team wins its division or, if they don't win their division, by a team's regular season win/loss record. A team that does not make the playoffs is not seeded ... they don't play anymore so there is no need to 'seed' them.
A "seed" is a rating given to a team within their region. Therefore, the "#1 Seed in the South" is the top ranked team playing in the south region.

in the NHL, NFL, NBA, and MLB, seeding is based on how well you do in the regular season. If you have the most wins in your division, you are the first seed. College football i believe is determined by computers, based on the difficulty of a team's schedule, conference, and wins and losses.
