The athlete must graduate from the university. They must have eligibility left. To transfer without having to sit (which would use that eligibilty) the athlete has to enroll at an institution that has a graduate program which is not offered at the institution that they are currently enrolled.

you must sit out of collegiate competition for a whole year other wise known as 2 full semesters with no competition play.
