It refers to the name printed on the card (beneath the card's number). If you are entering the name on an account, make sure it is entered exactly as it appears on the card.
Name on Credit Card mean the name that appears at the front of the card, below the long card number. This will be the name of the person to whom the card was issued by the bank.

I believe its Ruby but I could be wrong. I assume you are referring to the one that appears on reference sample graphics card made by ATI and not an ATI card made by another manufacturer, in which case, they probably have no name

Need more info. Who is the card made by? Who appears on the card? What sort of condition is it in?
