The older 60's & 70's bobbing head dolls were made of paper mache. I have been restoring these older dolls for ~8-9 years now. For large damaged or missing areas on the doll, i use drywall cement & white glue. It takes multiple applications of the drywall paste to fill or build up an area.
I have also figured out how to fixed and replace decals. Can't give away all my secrets.

To fix a bobble-head, first, identify the issue—typically it's a loose spring or a dislodged head. Carefully remove the head by gently twisting or pulling it off the neck. If the spring is loose or detached, reattach it securely, or replace it if damaged. Finally, reattach the head, ensuring it’s aligned properly so it can bobble again.
all you have to do is find a bobble head, pick it up, then active your bobble head stand and it will show up on it.
