Yes a player marks the card of his playing partners. The marker must observe every stroke played by the player whose card he is marking. The player and marker both sign the card at the end of the round.

They do mark scorecards, but it is not their own, they mark their playing partners. You can sometimes see them mark the cards as they walk onto the next hole. The tour scorecards are not like the scorecards at your local course, they are simply a strip of plain card with hole numbers, players name, marker's signature and player's signature.
A Magic: The Gathering checklist card should include spaces to mark off each card in a set, the set name, card numbers, and a visual representation of the card back.
