No. The more pure the water, the better it stays frozen. That is why salt works to melt ice during the winter. Small amounts of chlorine are commonly added to prevent mold though. (yes, mold can form on ice unless it is kept at deep sub zero temperatures) There are liquids that have a higher freezing point, but most of them are expensive in large quantities.
