Japanise turbo cars are you best option, but you can also use cars like the BMW M3. Old M3s are non-turbo and you really need a turbo to extract the most power without the extra weight. Supercharging is not as good.
Japanise turbo cars range from the Toyota, Nissan S-chassis and Skylines, the RX-7, WRX, and Evos. Other cars like the MR2, RX2-5, 300ZX, etc great at cornering. They can be, but with great skill.
If by street racing you mean rally, then you SHOULD get an 4WD car (note didn't say AWD) like a GT-R, or at least a car with a less efficient system Subaru WRX or Evo with it's their AWD systems. If it's rough roads and/or uneven surfaces this it is a better option, but only SLIGHTLY if it's paved (tarmac) flat roads. On uneven loose surfaces the front wheels are (a lot) more often used to pull the cars 'out' of a corner then on tarmac. Personal preference, but evos are not as good as WRXs. There's not many other 4WD/AWDs you can consider in that budget.
NOTE: Aside from off the light traction, the only time you need the front wheel getting torque is on corner exit. So a AWD/4WD car has no advantages in the 3 other states of a track - braking, corner entry, straight acceleration. In fact you are a limited in how much grip your front tires car have on a AWD/4WD car because of such things as the camber and castor angles you can run (if you run too much, then your front can't transfer the torque) and the width of the tire (front is a lot more limited and the width can't stretch too far from the width of the rear - so your limiting the maximum rear tire width when using a AWD/4WD system).
Furthermore more these cars are heavier.
But if you need a touring car (so paved roads, starting and stopping, long rides, not so tight fast corners, high top speeds, etc), then a Skyline GTR (R32 is in your budget, or maybe R33 if you can find one that cheep) is best. This car is more natural feeling then the Evo and WRX, however, it's still not ideal. This is because it's weight is more to the front (around 55:45). The Evo and WRX cars are around 60:40 while the Supra TT MKIV is around 55:45.
The Nissan S-chassis (180SX, S13, S14, S15) and the RX-7 FD are the best balanced car. They are both very very close to 50:50, the RX-7 is said to be that. Consiquently these cars handle the best - note that does not have to mean grip the best in corners.
If you mean dragging, Supras are better. Idelly you want the least amount of camber gain in the rear, so a car with a solid axle would be best. But Supra are pretty bad for anything with the need to corner (at least compared to others on the marketing in it's class). Handling and grip-wise that is.
The Nissan Silvia is slighly worse and drag racing of both but can be as good as in corners simple because it handle better and is lighter. It is said the S14 is the best out of them all, because the S15 have a weaker gearbox, but this couldn't be further from the truth. The gears are fitted into a simmiler sized box, hence the hear widths are slightly less. So the gears have a less tolerance for miss missing revs or in general mismatched revs (such as with clutch kicks in drifting and clutch dumps in drag). They can handle as much power as a 5-speed Silva box, it just depends on how your 'use' them. Having said that, the S15 is a lot better then the other Silvias. Lots of reasons here why.
From as street racing point of view - they are better because they are smaller (can fit into tighter alleyways), lighter, use less fuel (this is important from a racing point of view), require less power from the engine to do the same thing. This last point is important becuse you can upgrade Silvia parts a lot easier to other cars, because you can just tack the heavy bothers parts. Eg, R33 GTR rims are perfect for track and street work. R33 GTS25T front brakes are perfect for an upgrade. Slight down side is that they are not 4WD or AWD. But as mentioned before there is advantages.
