The studs are attached to the drum, rather than the drum having holes for same to poke through. A puller of the "spider" type with 3 arms that can be secured to the studs with the wheelnuts, and a central screw that bears on the axle, will do the job. Often, an incompetent will leave burrs on the axle or drum, and pound the drum into place, making it almost impossible to remove. Also, you gotta release the brake lock, but I assume you know that already .
