In MLS the Referee's and Assistant Referees' game fee is decided by the amount of past MLS experience each official has. Referees and Assistant Referees are ranked in catagories of level 1 2 3 or 4
For regular season MLS games here are the Referee's Game Fees
Level 4 = $850
Level 3 = $750
Level 2 = $650
Level 1 = $550
Assistant Referees' Game Fees
Level 4 (76+ previous MLS games assigned as of 3/15/08) = $475
Level 3 (41-75 previous MLS games assigned as of 3/15/08) = $350
Level 2 (21-40 previous MLS games assigned as of 3/15/08) = $300
Level 1 (0-20 previous MLS games assigned as of 3/15/08) = $250
First and second round MLS games the level system is forgoten and the officials are paid the same based on if they are referee, AR, or 4th

A premier league ref can make anywhere in the region 75000-100000
A center ref of the World Cup 2010 earns around 500 to 750 per game. Although center refs will tend to make near 300.

The question is not how, but why. You'd be better off just starting your own team. The American soccer pyramid is already set according to the US Soccer Federation, and that's the body you get into FIFA through. MLS is Division 1, the North American Soccer League is division 2, and United Soccer Leagues USLpro is Division 3. Everything else is going to be amateur soccer at best. United Soccer League operates a number of amateur divisions , a women's league and youth developmental soccer. That's probably your best bet.
