On the first hole of a round of Golf, the player with the lowest handicap goes first, then in order of lowest to highest. Unless you are playing in a competition where a draw has been made and the players have been told which order they tee off in.

On subsequent holes, the player who had the lowest score on the previous hole tees off first, unless there are two or three players tied on the same score from the previous hole, in which case the hole before that is used to break the tie.

There's no fun in playing it safe. Why not try something a little unhinged?
