The great majority of players drafted do not play high school hockey. Rather, they play in the junior leagues such as the OHL, WHL, and QMJHL. The player would have to play somewhere during high school. Just not necessarily for a high school team.
OHL México was created in 2002.
The population of OHL México is 898.
The OHL (Ontario Hockey League) was founded in 1974.
When a young player is drafted by an OHL team, or any CHL junior team, his rights belong to that team until such time as he is traded, released, or his junior eligibilty runs out at age 20. He can still be recruited by any NCAA college team and play in any NCAA hockey league if he hasn't played major junior. The NCAA considers Canadian major junior leagues to be pro leagues and any young player who plays any games in the CHL is considered to be a pro player. Canadian universities, however, don't make the same distinction and many players from the CHL go to Canadian Universities when their junior careers are done.
