It is the Droid app launcher used on Samsung phones. On occasion I clear its data under setting--applications--manage applications. This re-alphabetizes the apps and resets the Home Screens. I do it to clear the spaces that develop in the app screens when delete apps. I wish it didn't mess up the home screen, but it's easy to reconfigure.
