You can definitely buy these from running and outdoor sports stores. Many runners wear them for UV protection. In addition they wick away moisture and, depending on the fabric, can have a cooling effect. In cold weather, they protect the arms from wind and UV rays, and provide greater freedom of motion than a full jacket.

Etiquette does not dictate which arm to wear a watch. This is mostly a matter of preference but most people find it comfortable to wear it on the left arm.
