Generally, yes. However, there are rules regarding
players being under contract to only one team. If a
CFL player has an opportunity to play in the NFL, he
first gets released from his CFL duties. Then, he
signs an NFL contract. Dominique Dorsey recently
missed the first half of the 2009 CFL season while
he was signed with the Washington Redskins. They
released him just before the season opener and he
returned to his CFL team, the Toronto Argonauts.
In the NFL, the teams are allowed to have 53 players on their roster. Of these 53 players, 45 are allowed to dress for a game. The players on the roster that don't dress for a game are considered to be on the 'practice squad'. Should a team decide to cut one of those players on the practice squad, it is called a 'practice squad deletion'. In the same vain, if a team picks up a player and adds him to the practice squad it is called a 'practice squad addition'.
Per NFL guidelines, any player who is under contract on a scout team is free to sign a player contract with any team in the league, without compensation to the franchise whose practice squad he is a member of. However, the signing must be completed at least six days before the signing team's next game (10 days in the case of a bye week). Only certain types of players are allowed to sign to the practice squad. Players cannot have played more than nine regular season games or been on the active roster for an entire year, nor can players be allowed to spend more than two seasons on the same team's squad unless that team's active roster never dips below 53 players.
