In California, your only alternative is Kendo. Or if you're traveling to Japan there are schools in Kenjutsu which was banned during the occupation of Japan post-WWII but have reemerged in recent years. Kenjutsu uses no armor during training and uses wooden swords for practice that are as capable of killing a person as a real sword if mishandled. This is the style taught to Samurai in Japan for hundreds of years. There are different techniques and varying styles of Kenjutsu, but they are all rooted in basic principles.

The Hiten Mitsurugi Ryu is a fictional martial art, so theres no place anyone can go and take classes to learn it. The only possible way is to watch the Rurouni Kenshin series paying close attention, read all the information about the technique, have will power and the desire to protect others and practice yourself; for the sake of others and not yourself. ^^ ( the basics of kendo would help in the way)...

*People might say it is pure fictional but its not 100% true, Kenshin was created based on a real person ( Kawakami Gensai) that used a high-speed sword technique called Shiranui-Ryu.
