Most sword blades are metal, using a bit of oil on a pad of steel wool (DO NOT USE SOAP PADS) rubbed gently along the blade will not only remove paint it will remove rust as well. If the paint is on the handle or scabbard , removing paint will depend entirely on what the handle and/or scabbard are made of.
Get on your knee, remove sword from belt hook, lay the blade on your hands (flat, with the handle hanging off your right hand, the pointy part on your left plam.) and say "You deserve this more than I do. You are the king of this land and I will be honored to serve you"
Use a die grinder with a cutoff wheel and cut the race in half taking care not to touch the shaft. If the bearing race spun on the shaft and froze on to the shaft chances are the shaft is damaged.

There is a switch under the dash at the base of the shaft that the e-brake handle slides back and forth on. There is a little tab that protrudes from the handle shaft that is supposed to depress that button when the e-brake handle is all the way in. One possibility is that the little tab has broken off. The other possibility is that you are low on brake fluid. There is a sensor in the master brake cylinder. If your brake fluid is low, the light will go on. Check your brake fluid, if it is o.k. then look under your dash and see if the tab is depressing the switch.
