I think that go-karts are fine to drive on private property. I'm not sure about neighborhoods, but it shouldn't be much of a problem to drive around a neighborhood. I'm trying to find the same question you're asking. I think it is fine to drive in empty parking lots too.

In North Carolina could a 19-year-old be arrested for kissing a 14-year-old if there is a photograph of the incident?

Age of consent laws usually are concerned with sexual acts between minors and adults, not kissing.

How do you get your nc tattoo license with out having to work in a tattoo shop?

The laws vary state to state, but as of now, I do not believe that you have to get a "tattoo license" in the state of North Carolina. In a lot of instances the "license" to which people commonly refer to as the "tattoo license" is usually a business license, which you need to legally operate to begin with. This in addition to being trained and passing courses in bloodborne pathogens as well as CPR and basic first aid. Call your local health board.
