It's hard to quantify this answer with actual numbers, but the Whalers apparently were well supported in both the old WHA and during their NHL years. However, Hartford is a smaller market for professional sports, and owner Peter Karmanos decided to move the team to Raleigh, NC where he hoped a larger market and population would bring more support and thus more money and profits for his team.
