That depends on the rules of the venue. I've seen very young children at darts tournaments. As long as they're with a parent and not bothering the competitors, it's usually OK. Even in many bars, where most league competition takes place, children over a certain age are allowed (often parental supervision is required).

In some places local laws prohibit children from entering bars. I knew one guy who I think was in 8th or 9th grade who was a league member. He played in all of his team's home matches and some of the away matches, and the team had to get a sub only for the few away matches at venues where he wasn't allowed.

The minimum is three darts, a dart board, and a line on the floor. You'll also want a score board, adequate lighting, tape for the throw line/ oche. It's a nice courtesy to post a list of suggested 2- and 3-dart outs. Keep a few extra sets of flights and shafts with you. Also carry a little sandpaper to roughen your darts once in a while to help them stick. A small stone for removing burrs is not a bad idea.
