The ability to use chi as a weapon in Martial Arts is rooted in the strength of one's own willpower. How much of the universe's energies, according to Daoist and other mystic lore, one can use, is rooted in the strength of one's will. Basically you need an iron-clad mind, and it can take years of cultivation to develop a will strong enough to perform such a feat assuming its not a myth.

The energy in the human body, is akin to water, all chi energy is. The more it gets stirred and circulated, the more it purifies itself, and the purer it is, the more life giving energy from the universe the body absorbs, eventually becoming so saturated with it, the body becomes a PART of the univese, hence immortal. The various Chinese arts of chi kung, and the Wudang family of martial arts such as Baguazhang, or Tai Chi Chuan, their ultimate aim is in fact immortality. To have enough mental and willpower strength however, to "blast" chi, according to lore can take decades of arduous training. You are looking at 16 hours a day, even if you happen to be gifted.
