Not technically. A Chakra is an energy point in the body, most notibly the seven major chakras that run up the spine. There are other minor ones throughout the body, even in the hands. The anime Naruto uses a loosely based version of this concept. The energy that would be focused into the punch would be your prana.(chi, ki, etc.) It is the energy that flows from the world around us, into our bodies, helping us function. To answer your question, there are forms of Martial Arts, that believe in focusing these energies into punches and kicks. Long-form Tai-chi (I forget the formal name), and not the new-age short form; believes in this method. (Along with a few forms of Kung-Fu) The training and katas of Long-form Tai-chi are supposed to help build the energy flow in the body, and then release it through the hands or feet when a strike is made. There are rumors and such out there of people being hit by students of tai-chi and receiving burns. There are even tales of people not even being touched when a strike is thrown, but feeling the impact and receiving a bruise or burn in the area targeted by the strike. But I'm not sure if there's any truth to them. If your seriously interested in doing this type of thing, I suggest hitting bookstores and libraries, in the new age sections, and reading up. You can use the net, but there are alot of bogus beliefs out there, that you kinda have to shift through.
